The Constitutional Court (MK) is planning to conduct remote online hearings concerning requests for a judicial review of Regulation in Lieu of Law (Perppu) No. 1/2020 on state financial policy and financial system stability for handling the COVID-19 pandemic.

The two requests were submitted by the Indonesian Anticorruption Community (MAKI) and former National Mandate Party (PAN) chairman Amien Rais on April 9 and 14 respectively.

Court spokesperson Fajar Laksono stated that the court was still in the process of preparing several regulations and tools to be used for the hearings. He added that a hearing would be held at the end of April.

The Health Ministry has authorized Jakarta Governor Anies Baswedan to extend the large-scale social restrictions (PSBB) currently imposed on the capital to prevent further COVID-19 community transmission.

This was confirmed by the ministry’s head of media and public opinion Busroni.

Busroni stated that regional heads no longer needed to request extensions from the ministry to implement PSBB in their respective regions. Busroni stressed that the granting of extensions was already covered by Health Ministerial Regulation No. 9/2020 on PSBB guidelines.

 

BPTJ confirms ‘ojol’ not permitted to take passengers

Greater Jakarta Transportation Agency (BPTJ) head Polana B. Pramesti has stressed that ojol (app-based motorcycle taxi) drivers are still prohibited from picking up passengers in areas where large-scale social restrictions (PSBB) are in force, especially in Greater Jakarta.

Polana said that this had been agreed upon by all local administrations that attended a teleconference meeting held on April 13, which included provincial, city and regency transportation department representatives in Greater Jakarta.

Finance Minister Sri Mulyani has announced state budget realization figures for the first quarter of this year. Total tax revenue fell by 2.5 percent from Rp 247.7 trillion (US$15.92 billion) to Rp 241.6 trillion. The oil and gas sector saw the biggest drop, falling 28.6 percent year-to-date from Rp 14.5 trillion to Rp 10.3 trillion, equal to a 26.5 percent decrease from the same period last year. Sri Mulyani said declining oil prices caused tax revenue to plunge, surpassing currency depreciation. Meanwhile, tax revenue from the non-oil and gas sector contracted by 3 percent year-on-year to Rp 137.5 trillion from Rp 141.8 million last year.

Tax revenue from the mining sector, which contributed Rp 7.98 trillion – 3.4 percent of non-oil and gas tax income – declined by 22.4 percent annually, still lower than the 14.4 percent contraction last year. Sri Mulyani explained this was a continuation of the downward trend since last year, coupled with the impacts of the COVID-19 pandemic. Overall, the first quarter has realized 14.7 percent of the targeted tax revenue of Rp 241.6 trillon this year.

 

Chevron prepares Rp 2.35 trillion for oil drilling in Rokan

Upstream Oil and Gas Regulatory Special Task Force (SKK Migas) deputy head Fataryani Abdurrahman said US oil giant Chevron Corporation prepared a Rp 236 trillion (US$152 million) investment to start Rokan oil block drilling in November. Fataryani said US$11 million would be used to drill 11 new wells this year, while US$140 million would be used to drill 93 new wells and convert 11 wells next year. “The US$152 million investment was calculated when the oil price was high. Hopefully, with the current conditions, the investment budget can be reduced,” Fataryani said. The Indonesian crude oil price (ICP) was assumed to be at around US$60 per barrel this year. However, the ICP dropped to US$34 per barrel in March.

 

Aviation sector loses Rp 207 billion in revenue due to COVID-19

The COVID-19 pandemic has caused the aviation sector to suffer a Rp 207 billion (US$13.30 million) loss of revenue. Finance Minister Sri Mulyani Indrawati said that were 12,703 cancelled flights at 15 airports – 11,680 domestic flights and 1,023 international flights – from January to February 2020. The number of tourist visits fell by 6,800 per day, mainly from China, while the room occupancy rate fell 50 percent in 6,000 hotels.

 

Gojek to acquire online cashier app Moka

Homegrown decacorn PT Aplikasi Karya Anak Bangsa (Gojek) is confirmed to have acquired Singapore-based online cashier Moka Technology Solutions. Gojek notified the acquisition plan to the Business Competition Supervisory Comission (KPPU) on April 9. According to Government Regulation No. 57/2010, companies are required to notify the KPPU at the latest 30 days after they have completed a merger or acquisition. According to Bloomberg, the US$120 million acquisition began in December.
